I’ve lived in River Heights my whole life. A total of 10 different houses on 9 different streets. This neighbourhood has shaped who I am, and I care a lot about preserving what makes it special: beautiful streets and trees, vibrant local businesses, strong community spirit, and neighbours who look out for one another.
Two decades of getting things done
With a master’s degree in city planning and more than 20 years of experience in public service, community leadership, operational excellence, and planning, I’ve learned that progress happens when people come together around a shared goal.
I’ve led large teams and chaired community organizations. I’m known for listening carefully, achieving common ground, and turning ideas into action. City Council needs team-player leaders who can build relationships, navigate complex issues, and get things done. That’s exactly what I’ve spent my career doing.
Rooted in this community
From coaching ringette and teaching swimming lessons as a young adult to serving as Chair of the YMCA-YWCA of Winnipeg and the Westminster Housing Society, giving back has always been important to me. These days, you’ll find me managing a Winnipeg South End United soccer team (go U12 girls!).
Like many of you, I want my daughter to have opportunities here. That’s why I’m committed to making thoughtful decisions today that will strengthen our neighbourhoods and our city for generations to come.
In my spare time, you’ll find me walking my golden retriever, Maisie, around the Mathers-Taylor loop.

A practical approach to everyday problems.
Sara’s priorities for the Ward fall under these three themes.
Thriving Communities
We deserve to feel safe, connected and at home in our neighbourhood. I’ll support vibrant local businesses, welcoming public spaces, strong community services, coordinated safety initiatives and thoughtful housing choices.
As your City Councillor, I’ll work to:
Evolve our neighbourhood without losing what we love.
Adding housing on roads where infrastructure and transit exists. Making sure housing fits the scale and character of the neighbourhood. Provide housing options so first-time buyers can afford a home to start their family in and people who raised a family here can downsize without leaving the community.
Enhance parks for every age and stage.
Make parks more than playgrounds with courts for basketball and pickleball, lighting, drinking water access and more shade.
Build a coordinated approach to community safety.
I’ll bring together the Province, Winnipeg Police Service and community organizations to strengthen local safety initiatives and connect residents. Within 90 days of being elected, I’ll hold a community safety forum to turn collaboration into action.
Support community centres and libraries.
These spaces are our neighbourhood hubs. I’ll advocate for stable funding so they can better serve our community.
Create the most dog-friendly ward in the city.
Dogs create community. They get neighbours talking, promote wellness and get more eyes on the street. I’ll create more off-leash areas and will support pet-friendly housing options and welcoming public spaces designed with two-legged and four-legged residents in mind.
Value for your money
You deserve well-maintained roads and sidewalks, reliable transit, timely snow clearing, and responsive City services. I’ll put in the work to be an effective link between City Hall and your day-to-day life—while measuring results so you have more transparency and trust in how your tax dollars are spent.
As your City Councillor, I will:
Respond to your emails and calls within 48 hours.
If it matters to you, it matters to me. I’ll reply to you in a timely and helpful way.
Create a Neighbourhood Information Portal.
Yard waste collection days, road closures, construction timelines and boulevard tree replacements – I’ll put it all in one place and keep it up to date.
Focus on the basics.
Timely repair of cracked and heaving sidewalks. Snow cleared on time. No missed garbage collection. Regular boulevard mowing. These are table stakes.
Be an effective link between your business and CIty Hall.
Local businesses are part of what makes our neighbourhood special. I’ll listen, be an advocate, help you get answers and tell you what’s coming before it happens.
Get Transit right.
Increased reliability and more frequency to get you to work and school. Improved safety at transit stops and while on the bus.
Focus on better budgeting.
Engage Winnipeggers in the budgeting process and tie budget expenditures to results to help you to know your tax dollars are being spent the right way.
Planning for the Future
With a master’s degree in city planning, I’ll always take a long-term approach to making decisions for our city. This is approach we need to ensure our city is vibrant and thriving for future generations.
As your City Councillor, I will:
Promote smart growth.
The dollars we spend need to serve residents today, and into the future. We need to maintain and renew what we’ve already built and take a full-cost accounting view to new projects.
Connect our community.
Let’s build a transportation system that connects us all by making it safer, easier and more convenient for people to move in ways that work for them.
Protect and rebuild our tree canopy.
I’ll push for faster replacement of lost boulevard and park trees, proper watering and pruning so young trees survive, and early detection and rapid response to threats like emerald ash borer.
Create a climate-resilient city.
We need smart planning to ensure we’re prepared for hotter summers, wildfire smoke, drought, intense storms and flooding—while also reducing emissions.
Build the next generation of city leaders.
Giving young people meaningful experiences through internships, focused engagement, programming and more.

Your donation goes further than you think.
Did you know? If you donate between $25 – $750, you’ll receive a cash rebate from the City of Winnipeg
From $25 to $300, you get a 75% rebate. From $301 to $750, you receive 75% back on the first $300 and 50% on the balance. Donations under $25 don’t receive a cash rebate. The maximum donation is $750 per person, and all Manitoba residents are eligible.
